Sir Edward Grey to Sir A. Hardinge.

Foreign Office, April 24, 1912. WITH reference to my despatch No. 19 of the 30th ultimo relative to the export of opium from Macao, I transmit to you herewith copy of a letter from the Colonial Office reporting that the exportation has been prohibited until further notice.*

You should inform the Portuguese Government that the steps which have been taken in the Straits Settlements are not intended to convey any reflection on the Portuguese authorities, but that the Colonial Government are not willing that Singapore should be used as an entrepôt for the traffic in opium.
